The method for determining the taxable value of motor vehicles has recently changed:

  • Grand Lists through 2023: Vehicle assessments were based on values published in the NADA pricing guide, which provided standardized market valuations.
  • Grand List beginning October 1, 2024: Trumbull now uses MSRP (Manufacturer’s Suggested Retail Price) as the valuation basis. This updated method allows for a more consistent and transparent approach to determining vehicle values each year.

Business owners must file an annual personal property declaration, reporting all taxable equipment, machinery, and tools used within their operations.

The Trumbull Grand List represents the total assessed value of all taxable property within the community, including real estate, registered motor vehicles, and personal or business equipment. These assessed values form the foundation for calculating local property taxes and help maintain fairness and accuracy in the town’s taxation process.
For the 2024 tax year, Trumbull has set the following mill rates:

Real Estate & Personal Property Mill Rate: 35.69
Motor Vehicle Mill Rate: 32.46

Effective October 1, 2024, new state legislation has changed how motor vehicles are assessed in Trumbull. Instead of using traditional valuation guides, vehicles are now appraised based on their MSRP along with a standardized depreciation schedule, providing a more consistent and transparent method for determining yearly assessments. If you need to update your records due to selling or disposing of a vehicle, you may submit your plate cancellation receipt and proof of disposal directly to the Assessor’s Office by mail or by emailing [email protected].

Effective October 1, 2025, new changes under Public Act 25-152 update Connecticut General Statute Section 12-91, raising the required property tax exemption for farm machinery. Under the revised law, the exemption increases from $100,000 to $250,000 in assessed value for qualifying farm equipment, excluding motor vehicles.

This expanded exemption applies to farm machinery and to horses or ponies used exclusively for agricultural purposes, as long as they are owned and kept in Connecticut by an individual farmer or by a qualified farming partnership or corporation. To receive the exemption, each farmer or farming entity must meet the eligibility standards outlined in the statute for the assessment year, and only one exemption may be claimed per farmer or farming group. This update provides significant tax relief for agricultural operations and strengthens support for local farming in Connecticut.

Veterans who are 100% Permanently and Totally Disabled or TDIU will qualify for updated exemptions starting October 1, 2025, under the provisions outlined in HB7287.

Veterans with a 100% Permanent and Total disability rating are eligible for expanded exemptions beginning October 1, 2024, as detailed in HB7067.

All applicants must file their exemption paperwork with the Tax Assessor’s Office every year, no later than January 1st, to maintain eligibility for the 2025 D2 100% P&T / TDIU program.

Personal property includes: unregistered motor vehicles, snowmobiles and ATVs used for business, farm tools and equipment, horses and ponies, mechanics’ tools, machinery and equipment, leased furniture and fixtures, and all other items used in running a business.

The filing deadline is strictly November 3, 2025. Failure to submit a Declaration of Personal Property may result in the Tax Assessor estimating your property value and applying a 25% penalty, so timely filing is essential to avoid extra charges.
